Effective 1 Jan 2015, California residents who wish to purchase both long guns and handguns must possess a Firearm Safety Certificate (FSC) issued by a FFL dealer or California DOJ Certified FSC Instructor. Those who currently possess a Handgun Safety Certificate (HSC) may only purchase handguns after the new regulation takes effect.
